ちなみにお題はイギリスでの医師の報酬制度について
There are several alternative ways of paying General Practitioner doctors (GPs)
including fee-for–service, salary and capitation systems (and combinations of
these alternative methods).
The Scottish Government are considering simplifying the current system
(the General Medical Services contract (GMS)) and are looking at the
possibility of using a fee-for-service payment system. Please note that
the Government will remain the financer of the system and will act as
fee-payer (and not the patient).
Assume you are an economic advisor to the Scottish government. Prepare
a briefing paper for Nicola Sturgeon in her capacity as the cabinet secretary
for Health and Wellbeing, which evaluates the proposed reform from an
economics perspective.
Your briefing paper will need to include a discussion of: any economic
arguments that might be used to promote the reform; what the predicted
impact of the reform might be (based on economic theory) on the quality,
quantity and efficiency of primary care services; what the available evidence
is on the impact of the reform on efficiency; and whether there might be any
unintended consequences. You should discuss the proposed reform in the
context of the advantages and disadvantages of the alternative payment
systems that could be used. The briefing paper should finish with a conclusion
to the minister based on your evaluation of the evidence that you have outlined.

そういう結論にならなくても構わないとのことでした。
11月8日締め切りのエッセイもあって、こちらのお題は"ディズニーランド・パリ"についての
ケーススタディを解きます。まだ課題読んだだけで手を付けていません
頑張んないと、資料読むだけで時間がかかってしょうがない・・・
